The work-based trip was designed to take a look at Amsterdam's renowned cycle network, and see if any of the knowledge gained could be used in furthering the cycling offering in Peterborough.
Unfortunately the quarantine announcement in the middle of the week after rising cases of coronavirus made the journey impossible for Cllr Day, who is a Green party councillor for Peterborough City Council for Orton Waterville.
Speaking on Friday, Cllr Day said: "It's disappointing and a shame. We hadn't actually heard that the Netherlands cases had been rising, and thought we had found an ideal window to go after not being able to earlier in the summer.
"We will try to rearrange it for later in the year, but in the meantime we will be going camping instead."
