James Watson (38), of no fixed abode, appeared at Peterborough Magistrates Court this morning (Thursday) charged with the murder of the six-year-old.
He is alleged to have murdered Rikki between November 28 and 29 in 1994.
Watson, who would have been 13 at the time of the offence, spoke only to confirm his name and age.
He was wearing a green sweater and striped shirt. No plea was entered.
The body of Rikki, who lived on the Welland Estate in Peterborough, was found in a wooded area close to his home on November 29, 1994. He had been strangled.
Chair of Magistrates Stephen Hanson remanded Watson in custody, before his appearance for a preliminary hearing at the Old Bailey tomorrow
